Find Carroll County Criminal Records
Carroll County criminal records are available from the county sheriff, who maintains arrest and jail records, and from the Carroll County Circuit Clerk, who keeps all criminal court case files. Carroll County is one of two counties in Arkansas with two county seats: Berryville and Eureka Springs. The circuit court in Berryville handles most criminal proceedings, with some district court functions also operating from Eureka Springs. This page covers how to access arrest records, search court dockets online, request background checks, and use the statewide sex offender registry for Carroll County.
Carroll County Criminal Records Overview
Arrest Records and Inmate Search
The Carroll County Sheriff's Office is the primary law enforcement agency for unincorporated areas of the county. The sheriff operates the Carroll County jail and maintains booking records on all people processed through the facility. The office executes summonses, enforces court judgments and injunctions, and processes arrests on warrants issued by county and circuit courts. Booking records include the full name of the person arrested, date of birth, booking date and time, specific charges with statute citations, bond type and amount, and the arresting agency.
These records are public under Ark. Code Ann. § 25-19-101 et seq. No reason is required to ask for them. Contact the Carroll County Sheriff's Office to inquire about current inmates, recent bookings, or to submit a written FOIA request for historical arrest records. Written requests should include the subject's full name, approximate arrest date, and the type of record you want. A case number, if you have one, helps the staff pull the right file.
The Berryville Police Department handles arrests in Berryville city limits. The Eureka Springs Police Department serves Eureka Springs. For Green Forest, Alpena, Holiday Island, and unincorporated areas, the sheriff's office typically handles law enforcement. If a person was arrested by a city police department and later transported to the county jail, both the city PD and the sheriff's office may have related records.
People convicted through Carroll County courts and sentenced to a state prison can be found in the Arkansas Department of Corrections Inmate Search at apps.ark.org/inmate_info/index.php. That system is free, covers all ADC facilities, and is separate from the county jail roster maintained by the sheriff.
Circuit Clerk and Court Records
The Carroll County Circuit Clerk maintains all criminal case files for the Carroll County Circuit Court in Berryville. Because the county has two seats, some administrative and district court functions also operate from Eureka Springs. The primary location for criminal circuit court filings is the Berryville courthouse. The clerk's files include the original charging document, all motions and court orders, judgment and sentencing records, and records of any circuit-level appeals.
CourtConnect at caseinfo.arcourts.gov provides free public access to Carroll County court records online. The system is maintained by the Arkansas Administrative Office of the Courts and requires no account to search. You can look up cases by party name, case number, or date range. Results show case type, current status, all docket entries, party information, hearing dates, and attorneys of record. For technical support, call 501-410-1900 or 866-823-5778.
Cases filed before the county joined the Contexte case management system may not appear in CourtConnect. For those older records, contact the circuit clerk's office in Berryville in person or by mail. Plain copies are $0.25 per page. Certified copies cost more depending on the document type and page count. Mail requests should include the party name, case number if available, type of document, and a check or money order payable to the Carroll County Circuit Clerk.
Records that are not public include sealed case files, juvenile court records under A.C.A. § 9-27-309, expunged records under A.C.A. § 16-90-901, and documents from open investigations. A CourtConnect search that returns nothing does not mean no record exists. The case may predate the online index, may have been sealed, or may be in a court division using different case management software.
FOIA and Public Record Access
Arkansas's Freedom of Information Act at Ark. Code Ann. § 25-19-101 et seq. establishes the public's legal right to access government records including criminal records held by the Carroll County Sheriff's Office and Circuit Clerk. Both offices are public agencies bound by the law.
Under FOIA, agencies must determine within 24 hours whether a request qualifies and must produce records within three business days. Copy costs are capped at $0.25 per page. Agencies cannot charge for staff retrieval time. A denial must be provided in writing with the specific legal basis cited. The Arkansas Attorney General's public records hotline at 800-482-8982 handles disputes over FOIA denials.
Records that can be withheld include sealed and expunged criminal records, active investigation materials, juvenile case files, and documents sealed by court order. These exclusions come from A.C.A. § 25-19-105(d)(1) and related statutes. Most booking records and court case files, however, are open to anyone who asks.
When filing a FOIA request with the Carroll County Sheriff's Office or Circuit Clerk, include the subject's name, the approximate date of the record, and the type of document you are requesting. Written requests can be mailed or delivered in person to either office. The clerk's primary location for criminal records is the Berryville courthouse, not the Eureka Springs district office.

Sex Offender Registry
The Arkansas Crime Information Center maintains the sex offender registry at acic.arkansas.gov. You can search by county, zip code, or name to find registered offenders in Carroll County. ACIC can be reached at 501-682-7441.
Registry entries show the offender's name, photo, current address, registered offenses, tier level, and compliance status. The registry is free and public. Arkansas uses a three-tier registration system. Tier I requires 15 years of registration. Tier II requires 25 years. Tier III requires lifetime registration. Tier assignment depends on the offense and assessed risk level.
Law enforcement in Carroll County receives notifications when a registered offender moves in or out of the area. The public can sign up for community notification alerts through the ACIC website. Failure to register or to update address information is a criminal offense under state law and is prosecuted separately from the original offense.
Sealing and Expungement
The Arkansas Uniform Expungement Act at A.C.A. § 16-90-901 allows certain criminal records to be sealed by court order. Once an Order to Seal is entered, the record is removed from public view and will not appear in standard background checks run through the state police or ACIC. In most everyday contexts, the person can state the offense did not result in a public conviction.
Whether someone qualifies depends on the offense, the sentence served, and the time elapsed since completion. First-time nonviolent offenders have the best prospects. Some misdemeanor offenses require a five-year wait after the sentence ends. Felony offenses carry longer waiting periods, and some are not eligible at all. Violent crimes and sex offenses are generally excluded from the expungement process under Arkansas law.
Petitions are filed in the Carroll County Circuit Court in Berryville. The prosecutor's office is notified and can object. A hearing may be held before the court rules. If the petition is granted, the court issues an Order to Seal. ACIC has 30 days to update its records. The circuit clerk's file is sealed as well. After expungement, only the person, their attorney, and authorized criminal justice agencies can see the record.
Legal Aid of Arkansas at 1-800-952-9243 and the Center for Arkansas Legal Services at 501-376-3423 can help qualifying Carroll County residents navigate the expungement process without hiring a private attorney.
